Updated CPU hotplug patches for IA64 [Patch 6/7]

From: Ashok Raj <ashok.raj_at_intel.com>
Date: 2004-04-28 11:07:28
Name: ia64_palinfo.patch
Author: Ashok Raj (Intel Corporation)
Status: Tested with Hotplug CPU Code

D: Changes proc entries for cpu hotplug to be created via the cpu
D: hotplug notifier callbacks. Also fixed a bug in the removal code
D: that did not remove proc entries as expected.
